CHARLES MIX COUNTY BOARD OF COMMISSIONERS REGULAR SESSION – SEPTEMBER 6, 2022 The Charles Mix County Board of Commissioners met in Regular Session at the County Courthouse on Tuesday, September 6, 2022. Chairman Nick Stotz opened the meeting with the Pledge of Allegiance and called the meeting to order at 10:00 am with Vice Chairman Colin Soukup, Commissioner Keith Mushitz and Auditor Jason Gant present.

Agenda:

A motion was made by Soukup and seconded by Mushitz to approve the agenda. All in favor, motion carried.

Minutes:

A motion was made by Mushitz and seconded by Soukup to approve the minutes from the August 25, 2022, Board of Commission regular meeting. All in favor, motion carried.

Bills:

A motion was made by Mushitz and seconded by Soukup to approve the bills for September 6, 2022. All in favor, motion carried.

Auditor Report:

A motion was made by Soukup and seconded by Mushitz to approve the Auditor’s Account with Treasurer for the month ending August 31, 2022, for $9,041,650.44. All in favor, motion carried. TOTAL DEPOSITS IN BANKS $9,004,761.86 TOTAL CASH $600.00 TOTAL CHECKS $36,288.58 TOTAL $9,041,650.44 Treasurer Report:

A motion was made by Soukup and seconded by Mushitz to approve the Treasurer’s Report for the month ending August 31, 2022, for $9,367,500.05. All in favor, motion carried. BEGINNING BALANCE $9,367,500.05 TOTAL INCOME $608,444.00 TOTAL EXPENSES $934,293.61 ENDING BALANCE $9,041,650.44 Register of Deeds Report:

A motion was made by Soukup and seconded by Mushitz to approve the Register of Deeds Statement of Fees collected during the month ending August 31, 2022, in the amount of $8,997.00. All in favor, motion carried.

Plats:

A motion was made by Mushitz and seconded by Soukup to approve the PLAT of Pease Creek Cemetery, in the NW1/4 of Section 28, T97N, R66W of the 5th P.M., Goose Lake West Township near 377th Ave and 289th St, Charles Mix County, South Dakota. All in favor, motion carried.

Temporary Alcoholic Beverage Hearing: The Public Hearing was opened with no protest present. A motion was made by Mushitz and seconded by Soukup to approve Temporary Alcoholic Beverage Permit 2022-01 from the Blue Room for the Burket Wedding at the Ringling Barn 36678 279th St Platte, SD 57369 on September 10, 2022. All in favor, motion carried.

Drainage Hearing:

The Public Hearing was opened with no protest present. A motion was made by Mushitz and seconded by Soukup to approve Drainage Permit 2022-07 of Joyce Soulek for the SW1/4 of Section 17, T96N, R65W of the 5th P.M., White Swan East Township near 382nd Ave and 294th St, Charles Mix County, South Dakota. All in favor, motion carried.

2023 Budget Hearing:

The Public Hearing was opened with no protest present. Auditor Gant reviewed the Budget with the Commission. Final approval of the Budget will be at the September 22, 2022, meeting. No action taken.

2022 Tax Deed Sale:

Auditor Gant reviewed the updated list of properties that are delinquent on tax payments. The Tax Deed Sale is scheduled for September 22nd at 1pm at the Courthouse. No action taken.

Personnel:

A motion was made by Mushitz and seconded by Soukup to approve staff to attend GIS Conference September 19-21 All in favor, motion carried.

Auditor Update:

Auditor Gant reviewed the opioid settlement of $4,171.39 that the County will receive in year 1, additional paperwork from the Federal Energy Regulatory Commission regarding the Gregory County Pumped Storage Project with more information added to the County’s website, Register of Deeds office staffing, work comp policies, and SD Highway 46 reconstruction Petition from Wagner. No action taken.

The next meetings are at 10:00 am on Thursday, September 22nd and Thursday, October 13th.
