Week two picked up with more committee hearings and bills being heard. There are currently 254 bills and 19 resolutions filed. We have a lot of work to do. During my 1st term in the legislature, we passed a law banning hostile foreign ownership of ag land in South Dakota, which I proudly supported. This year we expanded on that concept to include electric infrastructure with HB 1049. HB 1049 was vetted in Commerce and Energy Committee, where I serve as the Vice Chair. HB 1049 received a yes vote from all members present in the full chamber. Also, in Commerce and Energy a resolution and a bill pertaining to the use of cash transactions were heard. I supported the resolution encouraging the use of cash transactions, but I could not support a bill forcing small businesses to accept cash. We have enough regulations on small businesses, and I will not tell you what form of payment you should accept. In State Affairs we heard HB 1102 an act to reschedule the annual report filing date for a limited liability company and a limited liability partnership. Currently LLCs and LLPs report on the anniversary of their filing date. This bill changes the annual reporting to a set schedule where all would take place in the same time frame. If you operate 10 different LLCs or LLPs reporting can be forgotten or late, I believe this bill will streamline that process and save on late fees. The proposed budget recommends a 0% increase in the Education. There are several ideas floating around and many discussions will be had to see what, if anything, we can do to increase this. Every year the District FFA officers host a leadership conference and a breakfast meeting for legislators to attend. As a former FFA officer, this is one of the highlights of the year. Sitting down with our future leaders to hear from them. I always tell the students they will not realize the impact that FFA has on them until years later. It was an honor to recognize the National FFA Organization with a House Commemoration. Please reach if you have any questions or concerns. I best serve you when I hear from you.
