BOARD OF COMMISSIONERS

REGULAR SESSION

APRIL 9, 2019

The Charles Mix County Board of Commissioners met in regular session on April 9th, 2019 at 11:00 am. Commissioner Neil Von Eschen and called the meeting to order with Commissioners Nick Stotz and Keith Mushitz present. Auditor Sara K. Clayton was also present.

Agenda:

A motion was made by Mushitz seconded by Stotz to approve the Agenda as presented. All in favor, motion carried.

Minutes:

A motion was made by Stotz and seconded by Mushitz to approve the minutes from the March 21, 2019 regular session. All in favor, motion carried.

Bills:

A motion was made by Stotz and seconded by Mushitz to approve the bills as presented. All in favor, motion carried.

Auditor Report:

A motion was made by Mushitz and seconded by Stotz to approve the Auditors’ Account with Treasurer for the month ending March 31, 2019 for $6,305,817.50. All in favor, motion carried.

Register of Deeds Report:

A motion was made by Mushitz and seconded by Stotz approve the Register of Deeds Statement of Fees collected during the month ending March 31, 2019 in the amount of $11,605.50. All in favor, motion carried.

Veteran Service Officer Update:

Veteran Service Officer, Jerry Seiner, met with the Commission to give an update on his return to the office. No action taken.

Tax Abatements:

A motion was made by Stotz and seconded by Mushitz to approve an abatement for Jamanda, LLC in the amount of $306.80. The duplex owned by Jamanda, LLC was torn down in June of 2018. Jamanda, LLC requested the abatement in the amount of $306. 80 for the seven months that the building was no longer there. All in favor, motion carried.

CDARS Program Investment:

A motion was made by Stotz and seconded by Mushitz to approve the investment of 2 million dollars into the CDARS program with Commercial State Bank in Wagner, SD. All in favor, motion carried.

Public Comments:

No public comments were heard. No action taken.

Travel - Sheriff:

A motion was made by Stotz and seconded by Mushitz to approve travel for Amanda Frandsen and Jackie Brecke to annual attend the Statewide Sex Offender Registry Conference on April 30 - May 1, 2019, in Deadwood, SD. All in favor, motion carried.

Executive Session:

A motion was made by Stotz and seconded by Mushitz to enter in to executive session at 11:40 am to discuss personnel. All in favor, motion carried. An end was declared to executive session at 12:00 pm, with no action taken.

Recess / Reconvene:

The Board of Commissioners recessed for lunch at 12:00pm and reconvened at 1:00pm.

Fuel Quotes:

A motion was made by Mushitz and seconded by Stotz to approve the Fuel Quotes from April 15, 2019 to May 14, 2019. All in favor, motion carried.

Highway Superintendent:

Doug Kniffen met with the Commission. A motion was made by Stotz and seconded by Mushitz to approve the agreement between Charles Mix County and the State of South Dakota/Department of Transportation for the striping and continuing maintenance of approximately 35 miles of county roads in Charles Mix County. All in favor, motion approved. Steve Meyer of Clark Engineering met with the Commission to discuss damaged bridges due to recent flooding. Materials were ordered for repair of the damaged structures. No action taken.

Executive Session:

A motion was made by Stotz and seconded by Mushitz to enter in to executive session at 2:08 pm to discuss personnel. All in favor, motion carried. An end was declared to executive session at 3:13 pm, with no action taken.

Adjourn:

A motion was made by Mushitz and seconded by Stotz to adjourn until next regular session on April 25, 2019. All in favor, motion carried.
